Administrative files, 1947-1951.

The Governor is the chief executive of the state whose function is to administer the laws of the state. One of the activities used to accomplish this function is the administering of executive decisions and actions. This series consists of the administrative files of Governor James E. Folsom. It contains correspondence, reports, photographs, pamphlets, publications, and telegrams. The records consist of correspondence and other material regarding the activities of numerous state departments and agencies. The bulk of the routine correspondence was handled by O.H. Finney, Jr., secretary to the Governor. Ira B. Thompson, Folsom's leagal advisor, responded to most of the legal issues. The files document Governor Folsom's appeal to the elderly and lower income voters of Alabama. There is considerable correspondence from consitutents regarding pensions, rent control, social services, pardons or paroles for crime convictions, road repairs or construction, and training programs for and assistance to the state's World War II veterans. Among the state agencies and organizations that reflect significant attention in the Governor's records are the Alcohol Beverage Control Board, the Department of Conservation, State Docks and Terminals, the Highway Deparment, the Department of Public Welfare, the Department of Veterans Affairs, the Council of State Governments, and the State Planning Board. Governor Folsom's administrative files contain considerable documentation regarding legislation and legislative issues at both the state and federal level. There is an individual folder for each state legislator in these files, although some of the folders are empty. Folsom's participation in the National Governors' Conference, the Southern Governors' Conference, and the State and National Democratic Party is also recorded in these files.
